Morocco Customs Duties & the ADIL Tariff: The Importer's Guide

Every product entering Morocco pays import duties — and the amount depends on what the product is, not just what it cost. This guide explains how Moroccan customs duties work: the three taxes you pay on imports, what ADIL is and how to use it, how HS codes determine your duty rate, example duty brackets by product category, and the documents Moroccan customs requires. All rates here are estimates based on official ADIL tariff bands, not exact quotes — the precise duty depends on your product's exact classification at clearance.

Yiwu Sealand Import & Export Co., Ltd. (SEALAND) is a sourcing and freight company based in Yiwu, China, shipping door-to-door to Morocco under DDP terms — duties and TVA included. For the freight side, read our DDP shipping from China to Morocco guide; we also publish DDP guides for Europe, the USA, and a China sourcing agent guide.

What Is ADIL?

ADIL is the online tariff database of Morocco's customs administration — the Administration des Douanes et Impôts Indirects (Customs and Indirect Tax Administration). It publishes Morocco's official customs tariff: the complete list of product categories and the import duty rate applying to each one. The public portal is at douane.gov.ma/adil.

Two facts importers should know about ADIL:

When a forwarder or customs broker "checks the duty" for your product, they are looking up its classification in the ADIL tariff and reading the corresponding rate. Our Morocco HS code directory organizes example products by chapter with their estimated duty bands, drawn from these official ADIL bands.

How Are Moroccan Import Duties Calculated?

Three separate taxes apply to most imports into Morocco. They stack — each is calculated on a base that includes the previous ones:

1. Droit d'importation (DI) — import duty

The main customs duty, expressed as a percentage of the CIF value. CIF means Cost, Insurance and Freight: the price of the goods plus the international transport and insurance costs to bring them to the Moroccan border. The DI rate depends entirely on the product's HS classification — from 2.5% for many electronics and machinery items up to 40% for protected categories (see the brackets table below).

2. Taxe parafiscale à l'importation (TPI) — parafiscal tax

A smaller import tax, 0.25% of the CIF value by default. It applies to most goods and funds trade-related public bodies.

3. TVA — value-added tax, 20%

TVA (taxe sur la valeur ajoutée) is Morocco's value-added tax. On imports the standard rate is 20%, calculated on CIF + import duty + parafiscal tax — not on the goods value alone.

Worked example. You import goods with a CIF value of 100,000 MAD, classified at a 30% duty rate:

This is why the duty rate matters so much: at 2.5% instead of 30%, the same shipment would owe roughly 23,000 MAD in total instead of 56,300.

Estimates, not quotes. This calculation method is how Moroccan customs applies the taxes. The DI rate used must be the one matching your product's exact 10-digit HS code in the ADIL tariff — the brackets below are band-level estimates for planning.

What Are HS Codes and Why Do They Matter?

The HS code (Harmonized System code) is the international product classification used by customs authorities worldwide. The first 6 digits are standardized globally; Morocco extends them to 10 digits for its national tariff lines, giving very precise product definitions.

Your HS code matters because it alone determines your import duty rate. Two products that look similar to a buyer — say, a cotton T-shirt and a synthetic-blend T-shirt — can sit under different tariff lines with different rates. Correct classification is therefore the foundation of every duty estimate:

Classification follows strict international rules (the HS General Rules of Interpretation), applied top-down from chapter to heading to subheading. If you are unsure where your product falls, a customs broker or an experienced forwarder classifies it for you — and our HS code directory lets you browse example products by chapter to get oriented. For an automatic estimate from a product link, use the SEALAND DDP calculator, which maps Alibaba and 1688 listings to likely HS categories.

Example Duty Brackets by Product Category

The table below shows typical duty bands seen across the ADIL tariff for common import categories. Treat every figure as a planning estimate based on official ADIL tariff bands (2022 edition) — the exact rate always depends on the precise 10-digit HS code confirmed at clearance, and individual products within a category can differ.

DI bracket (estimate)Typical product categories
2.5%Many electronics and telecom items (e.g. smartphones), industrial machinery, solar equipment — categories Morocco encourages
10%Many tools and hardware items
17.5%Many auto parts, lighting and electrical fittings
30%Textiles, clothing and apparel, furniture — protected domestic industries
40%Maximum protective rate, applied to selected sensitive goods

Remember the stacking effect from the calculation above: the DI is only the first layer. On a 30% textile shipment, total duties and taxes reach roughly 56% of the CIF value once the 0.25% parafiscal tax and 20% TVA-on-everything are added. On a 2.5% electronics shipment, the total is roughly 23%. This is why experienced importers check the duty band before committing to a product — a "cheap" product in a 30–40% bracket can land more expensive than a pricier product in the 2.5% bracket.

What Documents Does Moroccan Customs Require?

Whether you clear goods yourself or ship DDP (where the forwarder handles clearance), Moroccan customs works from a standard document set:

Under DDP shipping, the forwarder's customs partner prepares and files these documents — you mainly supply accurate product information and the supplier's invoice and packing list. If your goods are in a regulated category, confirm the certificate requirements before the goods leave China: a missing CoC or health approval cannot be fixed quickly at the port.

How to Look Up the Duty Rate for Your Product

Three practical routes, from fastest to most authoritative:

  1. Automatic estimate: paste your Alibaba or 1688 product link into the SEALAND DDP calculator — it classifies the product and estimates the full landed cost including duties and TVA.
  2. Browse by chapter: use our Morocco HS code directory to find your product family and see example classifications with estimated duty bands.
  3. Official source: look up the tariff line directly in the ADIL portal at douane.gov.ma/adil (2022 edition, 96 chapters). For a binding classification on a high-value shipment, a licensed customs broker's ruling is the authoritative answer.

Common Mistakes That Delay Clearance

Most of these disappear under DDP, where an experienced forwarder classifies, documents, and clears the shipment for you — one reason first-time importers often start with DDP shipping from China to Morocco. Frequently Asked Questions

What is ADIL?

ADIL is the online tariff database of Morocco's customs administration (Administration des Douanes et Impôts Indirects), published at douane.gov.ma/adil. It lists the official import duty rate for every product category. The current edition is from 2022, organized into 96 chapters (01–97, excluding reserved chapter 77).

How is TVA calculated on imports to Morocco?

Import TVA is 20%, calculated on the CIF value plus the import duty plus the parafiscal tax — not on the goods value alone. Because it applies on top of the other taxes, the effective total tax burden is higher than the duty rate suggests.

What is the parafiscal tax (TPI)?

The taxe parafiscale à l'importation is a 0.25% tax on the CIF value applied by default to most imports into Morocco. It is the smallest of the three import taxes but is part of every duty calculation.

Where can I find Morocco's official tariff?

In the ADIL portal at douane.gov.ma/adil (2022 edition). For quick product-level estimates with duty bands, you can also use the SEALAND HS code directory or the DDP calculator.

Why do two similar products have different duty rates?

Because duty follows the exact HS classification, not the general appearance of the goods. Material, function, and construction can place similar-looking products under different 10-digit tariff lines with different rates — which is why precise classification matters.

Are the duty rates on this site exact?

No — they are estimates based on official ADIL tariff bands, for planning purposes. The exact duty depends on the precise 10-digit HS code confirmed at customs clearance. Confirm binding classifications with a licensed customs broker for high-value shipments.

Do I need a customs broker in Morocco?

Someone must file the Portnet import declaration and clear the goods — either your own licensed broker or your forwarder's customs partner. Under DDP shipping, the forwarder handles the entire clearance process for you, including duty payment.

Know your landed cost before you order. Paste any Alibaba or 1688 product link into the free DDP calculator for an instant estimate of Moroccan duties, TVA, and door-to-door cost. Questions?
